PROCUREMENT

Procurement is the structured acquisition of products, services or results from outside the organization. In project businesses it should connect demand, technical acceptance, commercial evaluation, approval, receipt and cost.

Common procurement types

Pipes, fittings, equipment, consumables and project-specific goods.

Subcontracted services

Specialist installation, testing, transport, scaffolding or professional services.

Rental

Plant, machinery, vehicles and temporary equipment.

How it should be managed

  • Define specification, quantity, required date and project/cost code before sourcing.
  • Use competitive quotations where appropriate and document technical/commercial evaluation.
  • Separate requester, evaluator and approver roles when practical.
  • Control PO revisions and commitments before supplier work begins.
  • Match receipt/GRN, supplier invoice and PO before payment.
  • Track supplier delivery, quality and commercial performance.

Procurement strategy

Make-or-buy decisions, lead time, market availability, contract type, logistics, quality risk and total cost should influence sourcing strategy. Lowest initial price is not always lowest total project cost.
