Project Cost Control: Connecting Estimate, Purchase Orders, Expenses and Progress

Project cost control works best when budget, commitments, actual cost and progress come from connected processes rather than manually assembled spreadsheets.

Start with the baseline

The approved estimate establishes the cost baseline. It should be structured by cost code, work package or activity so later spending can be compared against the same framework.

Capture commitments early

Purchase orders and subcontracts show financial exposure before invoices arrive. Including commitments prevents a false sense of available budget.

Collect actual cost

Invoices, expenses, payroll, inventory consumption and other transactions form actual cost. Project coding should happen at source rather than during month-end reconciliation.

Connect progress

Progress enables earned-value metrics and forecast updates. When progress and cost are linked to the same baseline, managers can distinguish simple cash timing from true performance variance.

Forecast continuously

Cost control is forward-looking. Estimate to Complete and Estimate at Completion should be updated as scope, productivity and procurement conditions change.
